Judge Peter Sakai presented his vision for Bexar County in the annual State of the County address on Wednesday, May 21. He’s focused on three key elements: economic growth, public safety, and international business partnerships.
The topic that took center stage, however, was the future of downtown development.
Where’s the venue tax going?
Sakai outlined a plan for a venue tax on the ballot as soon as November that could raise $450 million. He said the money from hotel stays and car rentals needs to be invested in county facilities first, namely the Spurs’ current home at Frost Bank Center, the Freeman Coliseum, and the rodeo grounds. That includes upgrades like roofing, plumbing, HVAC, and tech.
Still to come, the county will need to reach an agreement with the Spurs. Factors such as how much of the overall funding is available for a new arena and what amount the Spurs organization is willing to contribute will come into play.
Leaders will decide on the county tax vote in the next 30 days, and Sakai said it’s possible it might not appear on the ballot until spring.

- Public safety | Sakai shared that over 100 deputies were added to the sheriff’s office, and a new department will focus on mental health.
- Passenger rail | A bill proposing a rail system connecting San Antonio to Austin and Dallas was filed last year, and while Sakai didn’t have insight on where that stands, he did suggest a pilot program between San Antonio and Laredo might work.
- International business partnerships | As a result of a trip to Japan last year, Yamaguchi Heavy Industries tapped San Antonio over Austin for its headquarters. Sakai also teased a couple of additional partnerships that have yet to be announced.
